The County Governors must inspire local change and regeneration in the municipal sector. This work should be viewed in the greater context of efforts linked to offering guidance, co-operating and allocating discretionary funds.
Municipal reform and regeneration
Norway has an extensive public sector which ensures the welfare, care, health and education of the population, giving all residents good services, choice and agency. Any public sector regeneration must seek to improve welfare, reduce administration, enhance local freedom and minimise micromanagement.
