Municipal reform and regeneration

Any public sector regeneration must seek to improve welfare, reduce administration, enhance local freedom and minimise micromanagement.
The County Governors must inspire local change and regeneration in the municipal sector. This work should be viewed in the greater context of efforts linked to offering guidance, co-operating and allocating discretionary funds.
