The Qualification Programme
The objective of the Qualification Programme (QuP) is to assist more people with reduced working or earning capacity, and little if any entitlement to welfare benefits, to enter the labour market. The QuP aims to achieve this objective by offering close and individually tailored assistance and follow-up from NAV.
Who is eligible for the programme?
The QuP aims to boost efforts to assist people who are currently, or may in the future become, dependent on long-term welfare benefits. Anyone of working age who has reduced working or earning capacity and either little or no entitlement to welfare benefits is entitled to participate in the programme. The QuP runs throughout the year and requires full-time attendance. Participation in the QuP entitles participants to "qualification benefit". Since this benefit provides a predictable level of income, it will provide the recipient with the opportunity to engage in longer term financial planning.
The QuP is the government's most important weapon in the fight against poverty.
The role of the County Governor
The County Governor has several responsibilities in connection with the QuP. These responsibilities include:
- supervising NAV offices
- providing training to NAV employees concerning the QuP
- ensuring support for the QuP among municipal leaders
- coordinating initiatives and competence-building activities in the QuP with NAV at a county level
- providing guidance, disseminating knowledge and implementing competence-building measures for management and employees at NAV offices
- processing complaints/appeals
