Motorised Traffic in Uncultivated Land and Watercourses
The offroad use of motor vehicles is regulated by the Motorised Traffic in Uncultivated Land and Watercourses Act and associated regulations. Responsibility for enforcing this legislation lies with the municipalities. The County Governor is responsible for providing guidance to municipalities and also acts as the appellate body in respect of municipal decisions.
The purpose of the Act is to protect the natural environment and to safeguard interests relating to outdoor recreation. In general the Act prohibits all use of motorised vehicles in uncultivated land and watercourses. The law does however permit essential traffic in connection with, for example, access by emergency services or exercises by the armed forces.
Note that special rules apply in Finnmark and Nord-Troms. In these areas the County Governor has additional duties under the Act and associated regulations.
