leads to questions regarding parental responsibility, child custody and
visiting rights.
Parents should try to come to an agreement between
themselves regarding parental responsibilities before contacting public
authorities. However, if parents can not come to an agreement, either
parent can take the matter to court. Prior to a case going to court,
parents must both attend a conciliation meeting. County lists of
recognised mediators are available from family welfare offices.
The office of the county governor acts as the appeals
board for rulings permitting or restricting access to information.
